The Town of Agawam, Chief Procurement Officer in consultation with the Engineering Department hereby invites sealed bids from qualified experience sources in accordance with Chapter 30, Section 39M, inclusive as amended, for furnishing materials and services as needed to complete a Cold In-Place Recycling treatment of approximately 14,100 sq. yards of pavement within the Town of Agawam as detailed within the following contract documents. In general, this bid includes materials and services associated with the supply, performance and installation of the following: Core Sampling of existing pavement, Mix Design for the application rate of stabilizing agent, Cold In-Place Recycling, Excavation for Road Widening, Sawcutting Existing Bituminous Asphalt, and Installation of Asphalt Millings. Additional materials and services that may be required based on existing site conditions and at the discretion of the Town include the following: Installation of New Base and Sub-Base for Road Widening, Pre-milling of Pavement, Gravel for Base Repair, HMA for Base Repair.  

All work described within the terms of this contract shall be completed within a period not to exceed one (1) year, beginning from the day of contract execution as indicated in Article 4 of this contract.

All prospective bidders must be prequalified by the Massachusetts Department of Transportation in the requisite category of work in accordance with 720 CMR 5.00, “Prequalification of Bidders”. Only MassDOT Prequalified Contractors will be allowed to request Official Bid Documents
Special Requirements:
Each bidder must submit with the bid a bid deposit equal to five percent (5%) of the amount of the bid. The bid deposit may be in the form of a certified check, bank/treasurer’s or cashier’s check, or bid bond from a licensed surety company (G.L. c.30, section 39M; c.189, section 44B). The successful bidder will be required to furnish a Labor and Materials Payment Bond in the amount of 50% of the contract total.
Attention is called to the minimum wage rates to be paid on the work as determined by the Commissioner of Labor and Industries under the provisions of General Laws, Chapter 149, Sections 26 to 27G, inclusive.
