The Town of Agawam, Chief Procurement Officer in consultation with the Department of Public Works and Building Maintenance hereby invites sealed bids from qualified experience sources in accordance with Chapter 30, Section 39M, inclusive as amended, for the project labeled Wastewater & Stormwater Separation and Sewer Modification within Main St. & Reed St, 2018, RFQ 18-450-002, in accord with the Project Manual and Drawings prepared by the office of Casella Design Associates, LLC, 200 Shoemaker Lane, Agawam MA.
Plans and Specifications will be made available to Contractors starting Wednesday August 01, 2018 from the office of the Superintendent of Building Maintenance, 1347 Main Street Agawam, MA 01001 or via email to . Paper copies shall be available upon request. A deposit in the amount of $20.00 is required. Payment in the form of a Company or personal check payable to the Town of Agawam, MA will be accepted. – NO CASH - The deposit shall be refunded if the documents are returned within 30 days to the office of the Superintendent of Maintenance, 1347 Main Street Agawam, MA 01001. Please supply a return mail address if mailing plans back to the Town of Agawam at the Office of the Superintendent of Building Maintenance for said check return.
A PRE BID CONFERENCE will be held at 10:00 AM Thursday, August 9 2018 at the site, 68 Main Street Agawam, MA. Please assemble outside in the Reed Street parking lot, at the south side of the building. The conference is for prime contractors, site contractors and all other sections, but attendance is not mandatory.
Bids will be received up to 2:30 PM Wednesday, August 22th 2018 at the Department of Public Works, located at 1000 Suffield Street Agawam, MA 01001. At that time, said General Bids shall be opened and publicly read aloud within the Department of Public Works’ conference room, located at 1000 Suffield Street Agawam, MA 01001. The clock in the DPW Conference Room shall be the sole determining factor of time. LATE BIDS WILL NOT BE CONSIDERED.
A l00% Performance Bond and a l00% Labor and Material Bond issued from a surety licensed in MA will be required from the Prime Contractor . Form of bond will be A.I.A. Document No. A-3l2-2010:
Every bid submitted shall be accompanied by a Bid Bond, Certified Check or Treasurer’s Check, issued by a bank payable to the Town of Agawam, MA 01001. Bid Deposit shall be in the amount of 5% of the Bid Amount:
Wages are subject to MA Department of Labor and Industries Prevailing Wage Rates and all relevant provisions of MA GL Chapter 149, Sections 26 and 27. Current Wage Rates are contained within this bid package.

The contract will be awarded to the responsible and responsive bidder who offers the lowest price. In the event of a tie, a coin toss will determine who the contract will be awarded to.
The Town of Agawam reserves the right: (1) to reject any or all bids, or any part thereof; (2) to waive any informality in the bids; and (3) to accept the bid that is in the best interest of the Town.
Bids shall remain open for thirty (30) calendar days after the opening.
The Contract is estimated to be $750,000.
